1. What do you understand by the formation of developmental proposal?
Answer: Formation of development project
means the draft of overall plans, policies and programmes made to be fulfilled
within certain duration. It aims at making the best utility of available local
means and resources. It aims at every aspect of the project, like- location,
financial resource, method to carry out the project, the investor or the stake
holder, period of time etc.
2. What is meant by the development proposal?
Answer: A formal suggestion or plan that
makes developmental works successfully completed in the desired way is meant by
the developmental proposal.
3. Do you think formulation of development proposal necessary before commencing the developmental work?
Answer: Yes, it is necessary because such
proposal make sure that the work goes according to the designed plan and
strategy for the benefits of the targeted people.
4. What more do you like to do in your school than that has already been done? Write a point.
Answer: I would like to systematize the
toilet/restroom in our school and equip them with minimum required facility
because they are the basic essence of all, students and teachers.
5. Do you think development proposal help in completing projects in the desired way? How?
Answer: Yes, development proposal help in
completing the projects in the desired way as they include all the necessary
procedures required for the project.
6. Is it possible to conduct development works without the development proposal? Discuss.
Answer: Development proposal includes total
ideas about the procedures of the beginning to the end of the project. This
specifies the need of the project, process of conducting it and how it can be
funded. The stakeholders and commoners are given high emphasis while choosing
and determining the project. It shows there will be wide space determined to
participate the public in developing their own areas and resources.
Without the
developmental proposal it is very difficult to run any project to get maximum
benefit from. So, development works need development proposal essentially. In
the other way, development proposal is the guideline for the development works.
They direct the project to right destination. Possible errors to be appeared in
the course of development are instantly solved with the help of development
proposal. Legal process will be fulfilled by making agreement in the proposal
by the parties. So, it does not let legal complexity emerged in the project.
By all these reasons, it is confirmed that
there will be developmental works managed well with help of developmental
proposal.
7. List the advantages of public participation in development and disadvantages of ignoring public participation.
Answer: Public participation does not mean
there should be physical involvement of individuals in any work. Public
participation is a modern concept for making any works for development more
effective and long term.
The
advantages of public participation in development are:
- The more minds used, the better results observed. So, public participation involves more minds for positive consequences after development.
- Various forms of corruption can be immediately controlled by public participation. They are checked by people immediately.
- A sense of ownership grows among people if they are participated to high level. The feel of ownership sustains the development.
The
disadvantages of ignoring public participation are:
- Ignoring public participation increases risks in development. They cannot be sustainable.
- Possibility of corruption increases due to less participation of public.
- Similarly, people feel that the development is done by other for them and to check its condition is of others. They do not feel responsible.
8. Why is it necessary to involve the people of the affected areas while executing the development works at local level? Write in points.
Answer: The people are the ones that the
development is conducted for. If majority of the people are not benefited from
the project, the importance of launching any project at local area goes
useless. So it is important to involve the people of the affected area while
executing any development works.
It is described better with help of the
following points:
- If the locals are involved in the development works operated there, they support the project as their own and help in its conduct.
- The locals also help in solving the problems emerged during the project.
- The necessary resources can be managed well with the help of locals in the project site.
- Possible disturbances are solved immediately convincing the trouble creators of the locals is given priorities.
9. Do you think that development work is possible without the preparation of development proposal?
Answer: I think development work is not
possible without the preparation of development proposal because the issue of
development has a close attachment with people, society and the whole nation.
It is planned, prepared and done by the people in authority and the people as
consumers. What we must consider is that it is not a magic that it is done as a
miracle. But it is done with a system. The question is that how a system
operates or functions.
System is a
chain of various procedures. First of all, the priorities and needs are raised
up, then plans and proposal preparation task is held in a procedural way, they
are submitted and forwarded to the concerned authority. The proposal clarifies
every aspect regarding the nature and sector of project, the estimated time,
capital, duration, targeted group, affected area, issue of environment etc.
In the
context of this topic, I would like to raise the question that what kind of
development we would like to adopt which has no plans and proposals. It is a
fake one, having no seriousness. This kind of development is no more
sustainable, but merely the wastage of capital and time. People are not merely
a puppet to do a hazardous kind of development. It is how the authority takes
the nation seriously. Development is expected to accelerate the human
development which is after all the whole nation can advance ahead.
So, I think
no one should ever play a malpractice on development. Change in the quality of
life is expected through development whether the targeted group is smaller or
wider.
10. Do you agree with the statement that Formulation of effective development proposal is almost completion of half of the project?
Answer: I do agree with the above statement.
A project is executed with the expectation to bring positive output. But before
the project is officially launched, there are many preparatory formalities,
such as- studying for the essence and rationale of the project, proposal making
task , estimation of the expected budget and the confirmation of investors or
donors, agreement between the concerned authorities, implementation and its
regular, accountable and sincere monitoring.
Beginning of
the project through a contractor is its secondary and post- operative task. The
initial or primary task of proposal making reflects the success,
sustainability, the output of the project. If preference is given through
proposal making with the technical studies of the concerned experts of
environment, road or concerned sector, then the project takes no difficulty to
be accomplished. After all the legal, administrative and survey tasks are over
systematically, all the post-operational tasks depend upon honesty, proper
management and monitoring.
11. Why is participation and involvement of the people of affected site necessary while constructing the development project in the local level? State them.
Answer: A certain task of development can be
held anywhere in an urban or rural area as per the nature of need of the
people. Hence, development is done for the positive transformation of people,
and this transformation ultimately boosts the promotion of the concerned
country.
Where ever any developmental project is to run, the people of that area will definitely be affected socially, economically, and environmentally. So, the investor should be responsible on various aspects of the people of the concerned area. Success of the project lies on the treatment and addressing on the aspirations of the local and affected people.
Their participation is necessary for the following ways:
- The people of the project site will be first benefited by the operation of the project.
- These people are given more priority for the semi-skilled or skilled type of employment. Employment opportunities can boost up their life.
- The involvement and participation of the people can enhance the project in secured, accountable and trustworthy way.
